
Arts and culture not only make our lives worth living but also contribute importantly to economic development. Because neighborhoods where these venues are located also benefit, Babette has co-sponsored legislation (House Bill 2119) that would set up special taxing districts to provide tax exemptions to businesses and residents that locate in those areas. The tax exemptions would last for five years, followed by a gradual return to normal tax levels over the next four years.
This plan offers a creative way to rejuvenate residential neighborhoods and business districts using the cultural and artistic draws that are located there.

Several states already have similar programs in place, most notably New York. Pennsylvania's cultural development districts could be established in conjunction with existing Main Street and Elm Street revitalization programs.
I am a strong advocate for more resources to arts and culture. I have secure funding for small and large organizations in the district.
