HARRISBURG, Sept. 16 – State Rep. Babette Josephs, D-Phila., chairwoman of the House State Government Committee, issued the following statement in response to a call by Senate Republicans to move seven pieces of their reform measures:
"I have not only heard the clarion call from the citizens of our Commonwealth about the need to reform state government, I have wholeheartedly supported it and will continue to support legislative efforts to carry it out.
"It is for this reason that, under my direction, the House State Government Committee has approved campaign finance reform (H.B. 2065), open records reform (H.B.s 443 and 2072), state Constitution reform (H.B. 1179), sine die reform (H.B. 1652), investment reform (H.B.s 1085, 1086, 1087, and 1140), budget process reform (S.B. 1122), and election reform (H.B.s 295, 289, and H.R.s 581, 582 and 583).
"As it should be, I have been deliberative and thorough in my approach to the consideration of legislation; consequently, during this legislative session the committee has held 17 public hearings across the state to review important legislative proposals of all kinds.
"As I have publicly stated many times previously, just because someone labels a particular piece of legislation 'reform' does not necessarily make it so. Furthermore, passing a bill, any bill, details be damned, just because it is labeled reform, is not reform.
"Two of the bills (S.B. 467 and S.B. 1015) listed by the Senate Republicans were reported out of committee yesterday. They required amendments to make them better bills. You can expect to see further action on reform measures in the remaining days of the session."
